Introduction to the Taiwan Scholarship Program

 

  • The Purpose of the Taiwan Scholarship Program

 

The purpose of the Taiwan Scholarship Program is to encourage promising foreign students to pursue their studies in Taiwan and to enhance educational and academic exchange. 

 

  • Types of Scholarships and Benefits

 

This scholarship is funded by Taiwan National Science Council. There are two types:

 

(1)   Master’s Scholarships: Scholarships in the amount of NT$30,000 per month for 2 years will be provided for qualified foreign students who want to pursue their master’s degrees at universities/colleges in Taiwan. (1 USD ≈ 32.3 NT)

(2)   Ph.D. Scholarships: Scholarships in the amount of NT$30,000 per month for 3 years will be provided for qualified foreign students who want to pursue their Ph.D. degrees at universities/colleges in Taiwan.

 

Scholarship stipends will be made available to recipients on a monthly basis in care of universities. Recipients will be responsible themselves for registration fees, tuition fees, accommodations, food, insurance and other miscellaneous expenses.

 

 

  • The Scholarship Application & Selection Process

 

Applicants must send their completed documents to the Science and Technology Division, Taipei Representative Office in Moscow (contacts at the end of this document) from February 1st through March 31st, 2008.

 

IMPORTANT: This scholarship only offers financial support.  Applicants should simultaneously apply by themselves for admission to Taiwanese universities/colleges.

Applicants who are interested in the Taiwan Scholarship Program may access information about Taiwan’s universities/colleges, or visit the official government website for advice on study in Taiwan at http://www.studyintaiwan.org/

 

  • Qualifications For Applicants

 

An applicant must meet all the following criteria:

 

a.        Possesses prior excellent academic performance and be of good moral character.

b.        Does not possess Taiwanese citizenship.

c.        Does not have the status of being an overseas Taiwanese student.

d.        Is not currently enrolled at an educational institution in Taiwan for the same study program that s/he intends to take for a Taiwan Scholarship.

e.        Is not an exchange student in accordance with a cooperation agreement between a foreign university/college and an educational institute in Taiwan when receiving the Taiwan Scholarship.

f.          Is not applying for a study program leading to the same-level degree as previously undertaken under the Taiwan Scholarship Program.

g.        Has not received a Taiwan Scholarship for five or more years.

h.        Has not previously had an award revoked either under the Taiwan Scholarship Program or the Ministry of Education’s Huayu Enrichment Scholarship.

i.          Is not a current recipient of a scholarship or subsidy being offered by a government agency or educational institution in Taiwan.

 

Those students already undertaking degree programs outside of Taiwan are eligible to apply for the Taiwan Scholarship.

 

  • Documents for application

 

An applicant must submit all the following documents:

a.        Application form for Taiwan Scholarships

b.        Photocopy of passport or other certificate of nationality.

c.        Photocopy of highest-level diploma and a complete grade transcript.
These documents must be authenticated by one of Taiwan’s overseas representative offices if issued by international educational institutions.

d.        Duplicates of application documents (e.g. photocopy of application form etc).
This is to remind the applicant that s/he should simultaneously apply for the scholarship and admission to the university/college by her/himself.  

e.        Photocopy of a certificate proving acceptable levels of English or Mandarin language proficiency, depending on which language will be used for instruction.


In principle, selection priority will be given to those who have successfully secured admission to a university/college.

Frequently Asked Questions on Taiwan Scholarship:

 

  • Stipend Payments

In principle, stipends are paid before the fifth day of each month, through the universities/ colleges that the recipients attend, by means specified by the individual institutions.

It is mandatory that recipients participate in the National Health Insurance Plan and purchase a Student Accident Insurance policy while resident in Taiwan. The recipient’s educational institutions will deduct fees for these insurance plans from the stipends before they are paid.

 

As a requirement for matriculation at their intended educational institutions, before departure to Taiwan recipients must purchase medical/health insurance valid for a minimum of four months from the arrival date in Taiwan. This insurance policy must be authenticated by one of Taiwan’s overseas representative offices.

 

  • Does the program begin and end on two specified dates?

 

The actual award period begins from the month that you matriculate at your intended institution and ends in the month of program completion. However, the award will be terminated immediately if you drop out, are expelled, have the scholarship revoked or graduate early.

 

  • Can I extend the duration of the scholarship?

No, you cannot extend the duration of the scholarship. Additional study may be taken at your own expense. If so, proof of funds must be provided to your scholarship agency and school.

 

  • Can I re-apply for the Taiwan Scholarship after completing a program?

Yes, you can re-apply for a Taiwan Scholarship for another degree program as long as the total award period does not exceed 5 years.

 

  • What are the grading criteria to review my award qualification?

 

Each academic institution may follow the common standard, which is 70% for postgraduate students, or set a different minimum passing grade.

 

  • When will I receive the Certificate of Scholarship? What is it for?

 

In principle, all recipients will receive one copy of the Certificate of Scholarship from a Taiwanese embassy or representative office before arriving in Taiwan. The certificate is used as a personal financial statement for applying for schools and for obtaining an Alien Resident Certificate (ARC).

 

  • In what situations will the scholarship and remaining stipends be cancelled?

A recipient may be permanently disqualified from receiving the scholarship and stipends if s/he:

1. Concurrently receives another scholarship from a government agency or educational institution in Taiwan.

2. Fails to pass the annual evaluation for scholarship renewal.

3. Drops out or is expelled from school.

 

  • When and how do I apply for a university/college?

 

Applications are usually accepted between February and April for that year. Please go to http://www.studyintaiwan.org for detailed information about universities and colleges in Taiwan.

 

  • How do I decide on my major?

 

This is of your choice. However, please take language level and cost of tuition into consideration when choosing school and courses.

 

  • When will I find out if I am accepted by the university/college?

 

Decisions on applications are usually sent between May and July.
